I use ColorImpact from Tiger Color (http://www.tigercolor.com/) which is a commercial Windows-only application and therefore obviously not free or Web-based, but worth checking out none-the-less.

I’ve tried that one in the past (and liked it!), but with the free ones that are available these days, I’m seeing no reason to buy.
